CITB’s plan for 2025–26 is built on three strategic pillars, each aimed at securing a competent, diverse, and future-ready construction workforce:
1. Inspire and Enable Diverse and Skilled People into Construction
- Attract new entrants from all backgrounds
- Simplify access for employers via grants, hubs and NEST (New Entrant Support Team)
- Expand onsite experience hubs and homebuilding hubs
- Promote careers through Go Construct, SkillBuild, and STEM programmes
- Support transition from education into employment
2. Develop a Training and Skills System to Meet Current and Future Needs
- Launch new Competence Frameworks and 37 additional training pathways
- Create a new Training Provider Network
- Strengthen partnerships with FE colleges, DfE, ECITB and Skills England
- Focus on reducing training barriers and aligning with employer needs
- Expand Sector Skills Plans, including for RMI and homebuilding sectors
3. Support the Industry to Train, Develop and Retain its Workforce
- Expand and update qualifications and standards
- Develop new training maps for key trades, including bricklaying
- Promote lifelong learning through CPD and improved progression routes
- Support innovation and inclusion through the Industry Impact Fund
- Address trainer and assessor shortages, especially in specialist areas
